A Bushfire Management Overlay (BMO) is a planning control that is identifies areas considered to be at risk of bushfire. A Planning Permit is required for developments and renovations (over 50%) in BMO areas. It looks at vegetation type and density, slope of the land, and site management.  Anyone developing a site in a BMO area must provide a Bushfire Management Statement.  A Bushfire Attack Level (BAL) assessment is required for all new buildings and renovations (over 50%) in identified bushfire prone areas of Victoria.  A BAL assessment looks at the potential fire danger, slope of the land, surrounding vegetation and proximity to the proposed building. The BAL determines construction requirements to manage the bushfire risk and is needed to obtain a Building Permit.
